SECTION I - OBSERVATION/EVALUATION PROCEDURES

PROFESSIONAL GROWTH PROCESS AND EVALUATION

Professional Growth Process

Quality education can be achieved by teachers employees and administrators who are accountable for the advancement of teaching and learning in Miami-Dade County Public Schools classrooms through ongoing professional growth.  This professional activity must be embedded into the everyday culture of the work environment and throughout the careers of educators.

Professional Growth is a process for enhancing the skills essential to effective teaching and learning.  For instructional personnel, professional growth emanates from the Indicators in the PACES Teaching and Learning Professional Growth Manual.  Professional growth is the responsibility of the teacher employees as well as the administrator and must focus on student learning.  For school support/resource personnel, professional growth emanates from the indicators in the PACES Professional Growth and Evaluation Manual for School Support/Resource Personnel (SSRP).

The PACES Professional Growth Process is implemented each year with each Annual Contract (AC) teacher employee.  All AC teachers employees are supported by a PACES Professional Growth Team to assist them in the Professional Growth Process. Specific procedures for the PACES Professional Growth Process for instructional personnel are detailed on pages 4, 6, 7, 8, 9.  Procedures for school support/resource personnel are detailed on pages 5, 6, 7, 8, 9.

Evaluation is a decision made by comparing observation data to an established standard. This comparison reflects the extent to which employees meet performance expectations and is used to make employment decisions.  For instructional personnel each year, the principal, or an administrator designated by the principal or the supervising administrator must observe all teachers employees regardless of their contract status. The purpose of these observations is to formulate an annual evaluation decision that is recorded on the annual evaluation form. Evaluation is a statutory responsibility of the principal or the supervising administrator of the non school-based support/resource personnel.

Library Media Specialists and Counselors are observed by the principal or an administrator designated by the principal regardless of contract status.  Other support/resource personnel non school-based are to be completed by the supervising administrator who is responsible for the annual evaluation.
